Protocols for the WINFO Database
These protocols apply to all users of the WINFO Database and set out the procedures to be followed when requests for information are received from agencies that do not have usual access to the database.
Who will have access to WINFO
The following agencies will have access to the information within WINFO;
- Ministry for the Environment
- Territorial Local Authorities (i.e. City and District Councils) as the managers of Waste Water Treatment Plants
- Water New Zealand staff
By logging into the WINFO database a user agrees to the following terms and conditions specified in the User Agreement.
These protocols have been agreed to by the parties involved in the design, development and use of WINFO. These parties are, the Ministry for the Environment, Water New Zealand, and the Water Services Manager's Group of Water New Zealand.
User Agreement/Conditions of Use
All users of the WINFO database agree to;
- Protect their User Name and Password
- Change their Password regularly
- Not distribute their User Name and Password to anyone (inside or outside their organisation)
- Contact the WINFO Administrator if additional User Names are required
- Not pass any data relating to any plant, other than their own to anyone else outside their own organisation
Requests for information from other agencies
- Requests for information shall be made through the WINFO Administrator (Water New Zealand or the Ministry for the Environment)
- Requests for specific information regarding a plant or district will be referred to the appropriate Territorial Local Authority/Waste Water Treatment Plant Operator
- Request for nationally aggregated data may be provided in the following forms; the existing reports, the publicly accessible FAQ page on www.winfo.org.nz/faq.php where no individual plant maybe identified
- Requests for information from Regional Councils will only be provided with Regional Data, as per reports already designed or be referred to the appropriate Territorial Local Authority
- Any other requests are subject to further discussion
Data Ownership
The data regarding a Wastewater Treatment Plant within the WINFO database will remain the property of the Territorial Local Authority that enters that information.
By entering the data into the database, the TLA agrees to grant to the Ministry for the Environment and Water New Zealand a perpetual licence free of charge to have unrestricted access to the data for the purpose of national reporting on wastewater treatment in New Zealand.
The TLA also agrees to update the data at appropriate intervals to ensure it does not become inaccurate or misleading.
