Objectives for the WINFO Database

The WINFO database collects data on all wastewater treatment plants in New Zealand and generates collated reports for each financial year.

The objectives of WINFO are as follows:

  • To collect comprehensive information on wastewater treatment plants in New Zealand
  • To increase transparency of information in the wastewater industry and to allow for its use as a comparator in areas such as size of plant and processed volumes, type of treatment, biosolids production etc
  • To enable national reporting on wastewater treatment in New Zealand
  • To provide up-to-date reports that can be used by councils for internal use and records
  • To provide up-to-date information that can be used for research and analysis both within New Zealand and overseas

Protocols for the WINFO Database

These protocols apply to all users of the WINFO Database and set out the procedures to be followed when requests for information are received from agencies that do not have usual access to the database.

Who will have access to WINFO

There are three levels of access to the database:

  • Update User: able to update and view data for the wastewater treatment plants in their assigned region
  • Report User: able to download the collated reports containing all data for wastewater treatment plants around the country
  • Admin User: able to manage users and fields in the database

The following will have access to the information within WINFO:

  • Administrator and Report User status: Water New Zealand staff
  • Update and Report User status: Territorial Local Authorities (i.e. City and District Councils) as the managers of wastewater treatment plants, and any companies they may contract operational services out to

By logging into the WINFO database a user agrees to the terms and conditions specified in the User Agreement.

User Agreement/Conditions of Use

All users of the WINFO database agree to:

  • Protect their User Name and Password and not distribute these to anyone (inside or outside their organisation)
  • Change their Password regularly
  • Respect their privilege of access to the information contained in the database
  • Contact the WINFO Administrator if additional User Names are required
  • Periodically update their data as requested by the administrator

Requests for information from other agencies

Requests for information shall be made through the WINFO Administrator (Water New Zealand)

  • Requests for specific information regarding a plant or district will be referred to the appropriate Territorial Local Authority/Waste Water Treatment Plant Operator
  • Requests for nationally aggregated data may be provided in the following forms; the existing reports, the publicly accessible FAQ page at www.winfo.org.nz/faq.php
  • No individual plant may be identified on the FAQ page of the database
  • The WINFOAdministrator will not release information to commercial or marketing entities

Data Ownership

The data regarding a Wastewater Treatment Plant within the WINFO database will remain the property of the Territorial Local Authority that enters that information.

By entering the data into the database, the TLA agrees to grant Water New Zealand a perpetual licence free of charge to have unrestricted access to the data for the purpose of national reporting on wastewater treatment in New Zealand.

The TLA also agrees to update the data at appropriate intervals to ensure it does not become inaccurate or misleading.
